Facility Rules
- This is a nonsmoking facility.
- There will be no eating or drinking allowed on the playing surface.
- No alcoholic beverages, food or drinks of any kind will be allowed to be brought in.
- All shoes worn into the building can not be worn on the playing surface.
- All players must sign a roster/release form prior to playing. Team roster/release forms must be submitted prior to the first game.
- This is a family facility; no profanity, violence, vandalism or horseplay will be permitted.
- No pets allowed.
- IISP enforces the admission fee policy when entering the facility.
- Please place litter in the trash receptacles.
- No spitting on floors or walls.
- IISP will not be liable for any loss or property, accidents or injuries to persons or property.
- We reserve the right to remove any player, spectator or visitor for unsportsmanlike conduct.
- All decisions of management are final.
- Any team forfeiting two games in a league will be dropped from play in that league.
Volleyball Rules
RULE #1: ROSTER REQUIREMENTS & ELIGIBILITY
- Roster/Release forms will be provided to the team manager and MUST BE SIGNED BY EACH PLAYER. All players must personally
read and sign the roster prior to playing. A player who is listed on the roster but who has not signed the roster IS NOT
AN ELIGIBLE PLAYER! Team Roster/Release Forms must be submitted prior to the first game. The official roster must be
submitted prior to the third game. If no roster is on file at the office, the team will forfeit all games for which there
was no roster on file. A 6-person team may have 12 players listed on the roster. A 4-person team may have eight players
listed on the roster. Women may play in a mens league if desired. Players must be 14 or over to be placed on the roster.
Players under the age of 18 must have a parent/guardian sign a waiver form.
RULE #2: GENERAL PLAYING RULES – USAV rules will govern play with the following exceptions:
- Each match will consist of three games. All three games are to be played.
- The match shall last no longer than 50 minutes. The clock will stop at every dead ball under one
minute. The third game may be rally scored if the referee deems necessary.
- If a team can not start on time, the first game will be scored as a forfeit for that team. Fifteen minutes later,
the remaining two games will be scored as forfeits if the team still can not start play. The opponent must remain
the entire 15 minutes. If neither team shows, both will receive a score of zero for all three games. No minimum
number of players is required to start play. Players that arrive late may enter the game at any dead ball.
- If a team scores 15 points and they lead by at least two points, they are the winner. If the time expires and
neither team is ahead by two points, the game clock will be reset to two minutes. Play will continue until a team
leads by two, or the time expires and a team leads by one.
- A coin toss will determine playing side and service prior to the first game. Side and service will be reversed for
the second game. A new toss will be made prior to the third game.
- When a team reaches eight points or the clock reaches eight minutes in the third game, the teams will change playing sides.
- Players must practice sportsmanlike conduct at all times. Aggressive behavior, the use of profanity, derogatory remarks
or any action used to distract an opponent or official will result in a point/side out to the opponent. A player who
repeatedly violates this rule will be ejected.
- There are no positioning requirements on 4-person teams, although a serving order must be maintained throughout the
game. All players are eligible hitters.
- Simultaneous contact of the ball by teammates counts as one hit and any player may make the next contact.
- Play will be stopped and a replay directed any time another ball enters the court.
- Co-Ed Rules:
- In Co-Ed positioning, the line-up must alternate male and female players. A team may play with any
number of women, but no more than three men on the court. A team may play with more men than women, but an
automatic side out will be awarded to the opponent at each missing woman’s serving position. Players may
change positions after the serve and may have two men, but no more than two men on the front row at any
time to block. Only front row players may spike at the net.
- Anytime the ball is hit more than once by a team, it must be hit by a woman before it is returned over the
net.
RULE #3: SUBSTITUTIONS
- Open substitutions will be allowed in the league. A team may substitute according to USAV rules or may bring
in a substitution as the server when awarded a side out.
- Exception: For an injured player, an open substitution may be made.
RULE #4: TIME-OUTS
Each team will be allowed two 30-second time-outs per game.
RULE #5: LEAGUE STANDINGS
- League winners will be determined by the following factors (listed in order):
- Total matches won
- Total games won
- Total bonus points
- Victor between teams
- Total points scored in league games
- Rule #5 applies to 8 game schedules without a tournament- otherwise the winner of any other league will be
determined by a single elimination tournament.
- A bonus point is given to a team who wins three games in a match.
RULE #6: MISCELLANEOUS
- Indy Indoor Sports Park, Inc. reserves the right to make all rulings on situations that are not specifically covered in the
enclosed rules and regulations.
RULE #7: PROTEST PROCEDURES
- Any manager/coach who believes that the team that he is playing has illegal players must verbally announce
to the referee that he is protesting, and must state which player or players are in question. The referee shall advise
the opposing team that the game is being played under protest. Upon completion and within 24-hours, a written protest
must be given to the management and should be accompanied by a $25 fee. The IISP management will refund the fee if
the protest is substantiated.
- The same 24-hour time frame and $25 fee applies to any protest. Referee judgment calls are not protestable.
- Indy Indoor shall rule fairly and promptly on all protests. The severity of all penalties levied to the violating
teams will be imposed accordingly.
RULE #8: AWARDS
League awards are limited to 8 per team. Additional awards are available for purchase at IISP cost.
Soccer Rules
RULE #1: EQUIPMENT
- Each team is required to wear numbered jerseys of matching color and
style. NO BLACK JERSEYS PERMITTED.
- Goalkeepers must wear a color different from both teams
- Home team is responsible for changing colors if a conflict occurs.
- IISP WILL NO LONGER PROVIDE PENNIES FOR TEAMS WHEN THERE IS A
COLOR CONFLICT.
- Please bring two shirts, a light and a dark, to each game.
- All players must wear flat-soled tennis shoes or indoor soccer
shoes.
- All division U12 and under shall use a size #4 ball and all others
shall use a size #5 ball, which facility will provide.
- IISP strongly suggests that shin guards be worn by all.
RULE #2: DURATION OF GAME
- U7, U8, U10, U12, U14, U16 and U17 divisions shall consist of two
equal 22-minute halves.
- U19 and adult divisions shall consist of two equal 24-minute halves.
- The time clock shall run continuously unless it is deemed necessary
to be stopped by the official (i.e. serious injuries).
- No time-outs will be allowed.
- Due to the tight scheduling, minimal time will be awarded at
half-time and between games.
RULE #3: TEAMS & PLAYERS
- A team may carry a minimum of four or a maximum of 18 players on
their roster.
- All rosters must be turned in before the team’s first game and must
be final prior to the third week of play. Any team that does not adhere
will be subject to forfeiture of games.
- All players must adhere to the age requirements of the said
facility.
- All teams in divisions U7 through U19 must present proof of age
prior to their first game (i.e. IYSA player pass, or copy of a birth
certificate).
- All divisions shall play six players. Exception U7, U8, U10 and U12,
which will play with seven players.
- August 1 shall be the cutoff date for age requirements. For example,
U7 must not turn seven years old prior to August 1st of season.
- Those players who do not adhere to the age requirements shall be
deemed illegal players. Teams that are found to have illegal players are
subject to expulsion from their leagues. Management shall rule on each
infraction separately.
- A minimum of four players must be on the field at all times. A team
may not continue if they have more than one player ejected.
- The team manager/coach/captain will be held responsible for the
conduct of their team.
- Any player entering the field area without first signing a
roster/waiver form may be subject to banishment from the league and
facility.
- Only players and coaches are allowed in team boxes.
- IISP reserves the right to move players or teams from their
registered leagues to another league level when their skill level is not
commensurate with the objective of the specific league they registered
for during the season.
RULE #5: BLOOD RULE
Any player with blood on themselves or their clothing must leave the
game until the bleeding is stopped and the blood-stained clothes are
replaced.
RULE #6: SUBSTITUTIONS
- Substitutions can be made in the following instances:
- Goals made by either team (stoppage of play)
- On the fly, providing the player leaving the field is inside the
team area before the entry of the substitute.
- Exception – Goaltender
RULE #7: FOULS & MISCONDUCT
- Blue Card: A player persists in misconduct after receiving a verbal
warning, or the initial misconduct is severe. The player receiving the
Blue Card must serve two minutes in the penalty box.
- Yellow Card: An issued Yellow Card must be served by either a
two-minute or four-minute penalty, if the referee deems fit (double
minor).
- Red Card:
- A player who receives a Red Card must leave the team area and his
team must play one man short for five minutes. Referee may request
player leave the facility.
- A player who receives a Red Card must serve a one-week suspension
from play. This player, if in multiple leagues, will not be allowed to
play or coach during his suspension, in any of those leagues. Should
the player have a bye from play, he must serve his suspension the next
scheduled game, the following week. Red Cards will also carry over
from league to league.
- Red Card ejection for coaches shall be administered the same as
for players. A minimum one-game suspension shall be served.
- Two Red Cards given to a player or coach in a session will be
served by an expulsion for the remainder of that session. This applies
even if cards are given in separate leagues.
- Referees and management also may banish players from play for
longer periods of time, depending on the severity of the infraction.
- IISP will not tolerate violence in any form.
- MANAGEMENT RESERVES THE RIGHT TO REFUSE ANY PLAYER FROM
PARTICIPATION AT ANY TIME.
- Goalkeepers may dribble the ball and receive the ball back from
teammates from anywhere on the field. Exception: Ball must leave penalty
area before it is returned.
- Balls which strike the ceiling may be placed at the spot directly
under where the ball made contact. The player may set the ball and play
without a restart whistle. Exception: Any ball which strikes the ceiling
directly above the penalty area shall be brought out to the nearest
line.
- All players serving penalty time must serve the full penalty
minutes.
RULE #8: GAMES & PROCEDURES
- Free Kicks & Goal Clearance:
- Balls that make contact above the corner spot line and behind the
goal areas will be restarted with the referee handing the ball to the
goalie. The opposing players must remain outside the goal area.
- All starts will be direct.
- All defensive players must be a minimum of 10 feet from the ball
when kicked.
- Goalkeepers:
- Shall have five seconds to distribute the ball after gaining
possession, and if he fails to do so, the opposing team shall be
awarded a kick outside the area. This includes playing the ball with
his feet goalie is subject to a second delay call anytime he is in the
penalty area.
- May have another member of his team serve his two-minute
penalties.
- May bounce the ball.
- May have the ball played back to him from anywhere on the field.
- May have the ball played back to him from any player on his own
team, after having the ball passed to him by the goalkeeper.
RULE #9: FORFEITED GAMES
- A forfeit may be called by an official for the following:
- A team cannot field at least four players at game time.
- A player leaves the team areas to join in an altercation. If both
teams do so, the game will be declared a double forfeit
- A team, which has two players who receive Red Cards, will have to
forfeit, regardless of score.
- A forfeited game shall result in a 6-0 score, to the winner. In the
case of a double forfeit, neither team shall receive points.
- Due to the tight scheduling of teams, there will be NO GRACE
PERIODS. A team must have a minimum of four players at game time.
- All teams that receive a forfeit will have the field up until five
minutes before the next scheduled game. The scheduled referee will not
officiate unless it is agreed upon.
RULE #10: ILLEGAL PLAYERS & PROTEST PROCEDURES
- Illegal Players:
- A player who is not of the legal age: Indy Indoor Sports Park will
use an August 1st cutoff for age requirements (i.e. a player turning
twelve years old on July 31st of the current year will not be eligible
to play in the present season’s U12 division. However, a player
turning twelve on August 1st would be eligible for U12 play, etc.).
- A player who is on multiple rosters:
Indy Indoor Sports Park does allow players to be on more than one
roster, as long as they are not in the same division (same night).
Indy Indoor Sports Park also reserves the right to remove players from
a roster if we feel they are too strong for the league in which they
are playing.
- Protest Procedures:
- Any manager/coach who believes that the team that he is playing
has illegal players must verbally announce to the referee that he is
protesting, and must state which player or players are in question.
The referee shall advise the opposing team that the game is being
played under protest. Upon completion and within 24-hours of the game,
a written protest must be given to the management of Indy Indoor and
should be accompanied by a $25 fee. The management will refund the fee
if the protest is substantiated.
- The same 24-hour time frame and $25 fee applies to any protest.
Referee judgement calls are not protestable.
- IISP shall rule fairly and promptly on all protests. The severity
of all penalties levied to the violating teams will be imposed
accordingly.
RULE #11: POINTS, SCORING & STANDINGS
- All goals shall count as one point in a game.
- Teams will receive two game points for a win, even if by forfeit of
opposing team; one point for a tie; and zero points for a loss or
forfeiture of a game.
- Each team will receive a maximum of six goal differential points.
- League game point tie breakers are as follows:
- Head to head
- Goal difference-head to head
- Goal difference-all games (max 6 per game)
- Fewest goals allowed
- Most goal scored
- Fewest Red Cards
RULE #12: NOTE TO COACH & MANAGER and/or CAPTAIN
- PACKETS: Please make sure that you have received the following
items:
- Indoor Soccer Rules
- Roster forms
- Schedules
- Letter of financial responsibility
- All youth teams shall have an adult manager and/or coach. NOTE: All
U16 - U19 divisions must have an adult on the bench at least 21 years
old. The absence of an adult manager and/or coach is an automatic
forfeit of game by the offending team. If neither team has an adult
manager/coach present, both will forfeit. Exception: Pre-arrangement
with management.
- In the event the game must be postponed due to adverse conditions,
please contact this facility for information. Indy Indoor reserves the
right to postpone games and may not be able to reschedule games due to
availability of the floor.
- Coaches, managers, and/or captains are responsible for making sure
that their respective teams understand all rules and making sure that
all team members receive copies of the scheduled games.
- Indy Indoor Sports Park will provide one referee per game. Indy
Indoor Sports Park reserves the right to determine whether a league or
division requires one or two referees.
- No slide tackling or spitting on floors, walls, or team boxes will
be allowed.
- IISP reserves the right to rule accordingly in any situation that
may occur and is not covered in the IISP rules book.
- All games must be paid in full prior to the first game or all games
thereafter shall be forfeited.
- AWARDS: All first place teams receive awards. IISP will provide up
to 12 awards for all leagues that play with 6 players and up to 14
awards for all leagues that play with 7. Additional awards can be
purchased at cost in the IISP office.
RULE #13: TEAM RESPONSIBILITY
- All teams are responsible for the behavior of their fans.
- Games may be suspended or forfeited if fan behavior is deemed
inappropriate by IISP management or referees.
- Any guest may be asked to leave IISP for any reason deemed
appropriate by IISP management.
RULE #14: COED RECREATIONAL LEAGUES
To be eligible to participate in the coed recreational soccer league, you
must:
- Provide at least two females on the field. If team is short a female
then team will play one male short.
- Each team will play 7 v. 7.
- Must have 4 players to start a match.
- A goal scored by a female is worth 2 points.
- All players are limited to two goals per game.
- IISP reserves the right to determine who is eligible for the coed
league. Management decisions will not be questioned!
- IISP will not require a set number of women, but all teams must be
co-ed.
Futsal Rules
RULE #1: THE PLAYING COURT
RULE #2: THE BALL
- Size: #3 or #4
- Circumference: 60-62 cm
- Weight: 390-430 grams
- Bounce: 55-65 cm on first bounce
- Material: Leather or other suitable material (i.e. not dangerous)
RULE #3: NUMBER OF PLAYERS
- Minimum number of players to start match: 2, no goalkeepers
- Minimum number of players to finish match: 2
- Maximum number of substitutes: 3
- Substitution limit: None
- Substitution method: No flying subs! Stoppage of play when in
control of the ball.
RULE #4: PLAYERS’ EQUIPMENT
- Usual equipment: Same colored shirts, shorts, socks and footwear with
rubber soles (shin-guards are optional).
RULE #5: MAIN REFEREE
- Duties
- Enforce the rules
- Apply the advantage rule
- Keep record of all incidents before during and after game
- Stop game when deemed as necessary
- Caution or expel players guilty of misconduct, violence or
unsportsmanlike conduct
- Signal restarts after stoppage of game
- Decide if ball meets with stipulated requirements
- Positioned on same side as player benches
- Timekeeper; starts and stops time according to discretion
RULE #6: DURATION OF THE GAME
- Duration: 4 – 10 minute quarters, Time can be prolonged only to
allow penalty kick
- Time outs: 1 minute per half
- Half time: 2 minutes
- Quarter time: 30 seconds
RULE #7: THE START OF PLAY
- Procedure: Home team kicks off 1st, ball deemed in play once it has
traveled the distance of its own circumference; kicker shall not touch
ball before someone else touches it; ensuing kick offs taken after goal
scored and start of second half. May not score directly from kick off.
RULE #8: BALL IN AND OUT OF PLAY
- Ball out of play: When it has wholly crossed the goal line or touch
line; when the game has been stopped by a referee; when ball hits
ceiling.
- Lines: Touchlines and goal lines are considered inside the playing
area
- Players on both teams are not permitted in goal box
- If defensive team touches ball in box a goal is rewarded to
offensive team
- If offensive team touches ball in box, defense is awarded a goal
kick
RULE #9: METHOD OF SCORING
- When the whole of the ball has passed over the goal line, between the
goal posts and under the crossbar (except by illegal means)
RULE #10: FOULS AND MISCONDUCT
- Direct free kick awarded when a player intentionally commits any of
the following 11 offenses (penalty kick awarded when infringement takes
place in penalty area) occur:
- Kicking or attempting to kick an opponent
- Tripping an opponent
- Jumping at an opponent
- Charging an opponent in a violent or dangerous manner
- Charging an opponent from behind
- Striking, attempting to strike or spitting at an opponent
- Holding an opponent
- Pushing an opponent
- Charging an opponent with shoulder (i.e., shoulder charge)
- Sliding at an opponent (i.e., sliding tackle)
- Handling the ball
- Indirect free kick awarded when any of the following 3 offenses is
committed:
- Dangerous play
- Obstruction
- Charging player in penalty area
- Players shall be cautioned when:
- A substituting player enters the pitch from an incorrect position
or before the player he is substituting has entirely left the pitch
- He persistently infringes the laws of the game
- He shows dissent with any decision of the referee
- He is guilty of ungentlemanly conduct. The aforementioned four
Yellow Card offenses are punishable by an indirect free kick taken
from the point of infringement
- Players shall be sent off for:
- Serious foul play
- Violent conduct
- Foul or abusive language
- Second instance of cautionable offense
- Intentionally impeding a clear goal opportunity
- Intentionally handling the ball in penalty area
Direct free kicks (or penalty kicks) accompany the expulsion for
1,2,5 and 6. Indirect free kicks, for 3 and 4
- Rules of Expulsion:
1. The player sent off is out for the rest of the game and is not even
permitted to sit on the reserve bench.
2. The team of the player sent off can substitute for that player after
two minutes of playing time or after the opposing team scores, whichever
comes first.
3. The timekeeper shall oversee the 2-minute penalty.
4. The substitute cannot come on until the ball is out of play and he
has the referees consent.
RULE #11: FREE KICK
- Types: Direct free kicks, and indirect free kicks
- Wall: 5 yards away until ball is in play
- Ball in play: After it has traveled the distance of its own
circumference
- Time limit: Kick must be taken within 4 seconds
- Restriction: Kicker cannot touch the ball again until another player
has touched it.
RULE #12: ACCUMULATED FOULS
- Accumulated fouls refer only to all the fouls mentioned in Rule #10
- Once a team has accumulated 5 fouls during a half (those accumulated
in the second half continue to accumulate into extra time), from the 6th
foul:
- That team shall not be allowed a defensive wall
- All free kicks shall be direct
- Infringements committed in the defensive third shall be punished
with a direct free kick from the blue line (penalty spot). All other
infringements shall be kicked from the point of the foul.
- Procedure:
- Until the ball is kicked into play, all players other than the
kicker shall remain behind the blue line.
- The kicker must aim at the goal, with the intention of scoring.
- No other player may touch the ball until it has been touched by
the pitch, rebounded from the goal post or crossbar, or has left the
pitch.
RULE #13: PENALTY KICK
- To be taken from penalty mark on blue line
- The kicker is to aim at goal with the intention of scoring
- All players must be behind the blue line
- The kicker shall not play the ball a second time until it has been
touched by another player
RULE #14: KICK IN
- To be taken in place of the throw-in
- The ball is placed on the touchline before kicking
- The kicking must be taken within 4 seconds; if it is not, the
kick is given to the opposing team
- The kicker cannot play the ball a second time until it has been
played by another player; infringement of this rule entails an indirect
kick to the opposing team from the point of infringement
- Players on opposing team must be at least 5 yards away from the
point of kick in
- Cannot score directly from a kick in
RULE #15: GOAL CLEARANCE
- To be taken in place of goal kick
- From inside the penalty area, kick in from anywhere on goal line
RULE #16: CORNER KICK
- Ball placed on the corner. If ball is misplaced, the corner kick is
taken over
- Must be taken within 4 seconds; failure to do so entails indirect
free kick to the opposing team from the corner mark
- The kicker cannot play the ball a second time until it has been
played by another player; infringement of this rule entails an indirect
free kick to the opposing team from the point of infringement
- Players on opposing team must be at least 5 yards away from the
point of the corner kick
- Can score directly from a corner kick
RULE #17: PENALTY KICK SHOOT OUT
- Penalty shoot outs occur only in championship game
- Main referee decides goal to be used
- Coin tossed to decide order
- Equal Golden Goal (ex. First guy scores, second still gets a chance)
- Players sent off during the match are not eligible to take these
kicks (one player short will cost you a shot, if shoot out goes through
all shooters)
While the penalty shoot is in progress, players will remain on the
opposite half of the pitch
Youth & Adult Basketball Rules
Games will be played by I.H.S.A.A. Rules, with the following exceptions:
RULE #1: ROSTER/RELEASE FORMS
- Roster/Release forms will be provided to the team manager and MUST
BE SIGNED BY EACH PLAYER/PARENT/GUARDIAN.
- All players must personally read and sign the roster prior to
playing. A player who is listed on the roster but who has not signed the
roster IS NOT AN ELIGIBLE PLAYER!
- Team Roster/Release Forms must be submitted prior to the first game.
The final official roster must be submitted prior to the third game. If
no roster is on file at the office, the team will forfeit all games for
which there was no roster on file.
- Adult games will consist of 20-minute halves with the clock stopping
on time outs and on every whistle in the last one minute of the first
half, and the last two minutes of the second half.
RULE #2: Overtime will be three minutes long with the clock stopping
on every whistle in the last one minute of overtime.
RULE #3: Youth games will consist of six-minute quarters, with the
clock stopping on every whistle.
RULE #4: Any player with blood on clothing or person must leave the
game until bleeding is stopped and bloodstained clothes are replaced.
RULE #5: Spitting on floors or walls will result in a technical
foul.
RULE #6: You will not be allowed to wear the same shoes that were
worn to the facility, on the floor.
RULE #7: Team uniforms - A team must have the same colored jerseys with numbers on the front or
back. Penalty – one technical foul will be assessed for each infraction up
to five. One shot per penalty.
RULE #8: The required number of players to start is four.
RULE #9: There will be a 10 minute grace period if the team with the
required number of players gives it. If they do not give this grace
period, they will win by forfeit. First half will be a 15-minute half, if
grace period is given.
RULE #10: Any player or coach receiving two misconduct technical
fouls in one game, will be suspended from play in any league for 1 week.
If team should have a bye they will sit out next scheduled game.

RULE #12: LEAGUE STANDINGS
- FIRST PLACE: If two or more teams end in a tie for the first place
winner, the winner will be determined by the result of the head to head
competition played during the league play. If the teams tied in the head
to head competition, a playoff game will be held. If at all possible the
playoff game will be played the last night of the season.
- SECOND PLACE: Second and third place ties will be broken according
to the head to head competition during league play.
- Rule #10 applies to 8 game schedules without a tournament –
otherwise the winner of any other league will be determined by a single
elimination tournament.
